Kunming´s main industries include tourism, machinery, metal processing and tobacco. Also, it is home to one of the biggest exhibition centres in China. Granada is trying to stimulate economic growth through the use of ICT, health, biotechnology and cultural tourism with a social overall view and sustainable urban development.

Granada focuses on culture and heritage, leisure, tourism and technological development.

Kunming and Granada are mainly interested in working in the following areas:

  • Health and Biotechnology: co-organizing health related forum and promoting exchange between biotechnology clusters
  • Tourism: setting up tourism promotion office
  • Smart city
  • Technology innovation and transfer
  • Conference and exhibition


In July 2018, representatives from Kunming and Granada met during the EU-China Regional Policy Seminar in Zhengzhou. Both established initial contact and exchanged ideas on the cooperation possibilities with each other.

In September 2018, Kunming city representatives joined the Chinese delegation led by National Development and Reform Commission, and conducted a working visit to Granada during the mission in the EU, during which they visited quite interesting places in Granada such as PTS Health technology park and discussed about cooperation possibilities in areas of tourism, sports (football), health care, pharmaceutics and smart technology. During the mission, both sides signed a one-to-one MoU, reaffirming the intention of both to further explore concrete cooperation.

In November 2018, delegates from Granada city council and PTS Health Technology Park as part of the EU city delegation conducted a working mission to Kunming, during which Granada PTS Health Technology Park signed a MoU with Kunming Panlong Ciba Bio-Tech Town, intending to cooperate on the development of industry park, research and communication of life sciences and health-related technologies.

*Note: IUC Asia pioneered a 'cluster' approach to city-to-city cooperation. As a result, Urban Cooperation Action Plans (UCAPs) for those cities may refer to a group of cooperating cities, as opposed to merely a pairing.
