Strengthening Capacity to Conduct Risk and Vulnerability Analysis

 

Through the Global Covenant of Mayor (GCoM), the IUC Asia office has strengthened the capacity of city representatives to plan for climate change mitigation and adaptation.

IUC Asia cooperates with the Government of Indonesia to support cities in developing Climate Action Plans (CAPs). These plans are created according to the GCoM Common Reporting Framework, and help national and local governments deliver actions consistent with the objectives of the Paris Agreement.

The Indonesian city of Palembang has committed to developing a CAP that demonstrates how the city will reduce GHGs emissions and adapt to the impacts of climate change, all while delivering wider social, environmental, and economic benefits.

To support their development of a local CAP, the IUC Asia office, supported by technical partner CCROM, organised a capacity building workshop for Palembang city representatives on vulnerability and risk analysis. The workshop took place on 4-6 December 2019, and trained approximately 20 city officials representing various city agencies, such as Development Planning, Environment, Agriculture, Public Works, and more.

The capacity building workshop aimed to share knowledge on: assessing urban disaster risk and vulnerability to climate-related disasters, climate change and climate variability, and utilising decision support tools for reducing climate-related disaster risks. Participants learned to establish linkages between the impact of climate change and disaster risk; learned best practices in data collection for risk and vulnerability assessment; and learned how to use climate information to develop CAPs.
