Description

Rotterdam and Surat were officially paired as part of the IUC programme in 2017, but have been collaborating since 2015. The cities are focusing their IUC partnership on tackling issues related to water management, such as ensuring the quality of drinking water, mitigating water pollution from industrial run-off, protecting against flooding, and effectively treating sewage.

Implementation

For Rotterdam, the key word in approaching the issues raised by water management is "integration" - linking challenges rather than dealing with them in isolation to achieve the best results.

"It’s very logical to connect this topic to several goals,” says Corjan Gebraad, Strategy Advisor in Rotterdam's Urban Development Department. “Our work is not only about water management, it is also connected to urban planning and how we manage our cities." Already visits have taken place between Rotterdam and Surat, which have allowed the visiting delegations to not only get an idea of the situation in each city first-hand, but to get to know their counterparts better.

“Cities have to realise that when they start cooperation with a city so far away it takes time to get to know each other. It takes time to establish cooperation and agree on actions to take... Communication is important. I don’t see another way to learn more about how the others work and think," said Mr Gebraad.

In Rotterdam, Surat has found a knowledgeable partner with a wealth of water management experience. In Surat, Rotterdam has found a city dealing with issues on a much larger scale, which has already inspired the Dutch city to think differently about the challenges they face.
